Subject: [PATCH] chore: Enable isolatedDeclarations

With isolatedDeclarations, tsdown generates the declarations with Oxc
instead of TypeScript, so the build no longer depends on the TypeScript
API or the tsgo binary. The generated declarations are unchanged.
