Page hard reloads on save

Describe the bug

When I save it often hard refreshes. This makes it basically impossible to style anything that requires scrolling.

You dont even have to have any changes. If you just press ctrl s, it will do the hard reload most of the time. Not 100% tho.

Steps to Reproduce the Bug or Issue

1. Create a new project via npm create @tanstack/start@latest
2. Run npm run dev
3. Save

Expected behavior

Normal soft refresh without resetting the scroll position.

I dont even care about the flicker itself, it just cant scroll up away from where Im looking.

Platform

• Router / Start Version: Newest
• OS: Tested on windows and linux
• Browser: Tested on chrome and firefox
• Bundler: Vite
• Bundler Version: 7.3.1

Additional context

Tested on 2 machines. Tested in vscode and neovim. I updated npm and pnpm to the latest version. I deleted node_modules several times.

Can confirm the issue. For me, the issue doesn't happen when making edits inside of a component in an external file referenced by the page, only when making edits in the root page file.
