Drag and drop reordering not working on the app

Describe the bug

I cannot drag and drop on the desktop/mobile app, where the web app is working properly. Probably a Tauri/CEF issue

Reproduction

1. click on a space
2. try to drag it
3. nothing moves

Expected behavior

space should move when dragged

it's an issue with CEF, we sadly cannot improve it currently unless we really start messing with it

unsurprisingly it Also affect room ordering inside a space.

A temporary fix could be having "move up" and "move down" buttons for CEF apps that doesn't require any dragging.
