[feat] : Implement manage slash command

What do we need ?

currently the admin can only view the flagged users and can not administrate flagged users thus the current issue proposes three new admin features and a new slash command

• Add /manage @users command as well as wire management modal in the spam users list as well

• vouch : admin can remove all the monitoring from the vouched user claiming he is not a spammer

• reset cool down : admin can reset timeout cool down of the spammer who are on a timeout

• reset level : admin can reset level of the user who have reached some certain level

scope

• allow admin to access all these functionalities in the manage command
