No CODEOWNERS file for reviewer auto-assignment

There's no .github/CODEOWNERS file, so PRs against this funds-custody contract repository get no automatic reviewer assignment based on which paths they touch (e.g. changes under contracts/escrow/ vs. scripts/ vs. docs/). For a repo whose whole point is accepting external contributions for pay, routing review load automatically to the right maintainer(s) per subsystem is worth setting up explicitly rather than relying on someone remembering to self-assign.
