I have experience building backend monitoring, reporting systems, and Stellar/Soroban integrations. For this task, I'll implement an SLA reporting module that measures provider uptime and response times, aggregates the collected metrics into meaningful compliance statistics, and generates clear provider-specific SLA reports under the existing "src/reporting/sla/providers/stellar/" architecture.

I'll keep the implementation modular and reusable by leveraging the project's existing reporting and metrics infrastructure where possible, avoiding duplicated logic. I'll also add comprehensive tests covering uptime calculations, response-time aggregation, compliance threshold evaluation, report generation, and edge cases such as missing or partial monitoring data, ensuring the reports are accurate, reliable, and aligned with the project's coding standards.
