Issue

A History Service (as an alternative to the Archive Service) needs to be added as a profile option to the SDPi-P specification.

Proposed Change

Add the option to the SDPi-P profile, section TF 1:10.2 SDPi-P Actor Options, analogous to the Discovery Proxy option.
