Traffic isn't passing

I can connect to the vpn and ping the gateway but I can't ping any traffic on the other side. I can see the ping request in tcpdump on the gateway server. It doesn't appear to be forwarding the request.
I have the IP addresses that I am trying to ping in the allowed addresses on the internal vpn.
This is a standalone package install on ubuntu 24.04. The core, edge and gateway are on individual servers.
Any help is appreciated.

I had to add the forwarding in for the kernel.
echo 1 > /proc/sys/net/ipv4/ip_forward
