concoredocker.java builds wrong file paths and mutates simtime in write()

inpath + port + "/" gives /in1/name instead of /in/1/name, every read/write silently goes to the wrong path and falls back to defaults. Also simtime += delta in write() was supposed to be removed per #385, python and C++ already have that fix, java doesn't
