Problem
The Operations Evidence table is a natural recording and investigation surface, but it only shows the evidence-record count. Users cannot discover the correlated incident lifecycle from that section and must know about a separate metric card above the fold.
Change
Add a prominent OPEN INCIDENTS control with the live incident count beside the evidence-record badge. Selecting it must open the existing correlated incident explorer directly.
Acceptance criteria
- visible from the Operations Evidence header
- uses the real current incident count
- opens the existing incident list and detail flow
- remains legible and responsive
- production dashboard build passes
